Licensee was charged with violating Section 471.033(1)(g), Florida Statutes, and Rule 61G15-19.001(4), Florida Administrative Code, negligence in the practice of engineering. Through his engineering firm, Blackstock Engineering Unlimited Inc., licensee contracted to design and procure site plan approval and permits for a 6,000-square-foot industrial building in San Antonio, Pasco County, but failed to submit the county application and did not refund fees paid for work not performed.
Ruling: The Board suspended licensee’s Florida PE license until reinstated by the Board. Prior to reinstatement, the Board imposed a fine of $2,500 and costs of $1,459.90, and required licensee to petition for reinstatement and personally appear before the Board. Final Order was filed on March 12, 2026.
