Sam Mousa, PE

Sam Mousa, PE, a member of the Florida Board of Professional Engineers, passed away on Jan. 22, 2025. He was 72.

“On behalf of the Board, we are heartbroken on the sudden passing of our fellow Board member, Sam Mousa,” FBPE Chair Denise Ramsey said. “He has been a valued member of our Board since 2022 and previously had a long career of service to the City of Jacksonville. We offer prayers and support to his wife, children, and grandchildren.”

Mr. Mousa was appointed to the Board in December 2022 and served on its nominating committee in 2024.

Mr. Mousa had almost 50 years of experience in both the public and private sectors. He worked in civil engineering consulting and heavy civil construction. In addition, he also served in the mayoral-appointed positions of city engineer, director of public works, deputy chief administrative officer, and chief administrative officer for the City of Jacksonville. Mr. Mousa served the City of Jacksonville during five mayoral administrations.

He was president of Mousa Consulting Group Inc., established in 2019, providing various consulting services to the transportation and land development industry, as well as working with engineers and contractors on various infrastructure development projects.

Mr. Mousa held a civil engineering degree from the University of Florida, was a life member of the American Society of Civil Engineers, and was a member of the National Society of Professional Engineers. He also studied public administration and governmental policy.

He is survived by his wife, Sandra, and their three children and six grandchildren.
